What makes the file smaller?
To make a JPG smaller or minify a JPEG, the tool adjusts image dimensions and JPEG quality until it reaches the closest safe result at or below the chosen KB target.
Why an exact size is not always possible
Already-compressed files contain little removable data. The tool keeps the best safe result and reports when the requested limit cannot be reached without removing content or causing unacceptable quality loss.
